Nuclear energy is on its way to prove without alternative

Mr. Manchev, could you outline the impact of the Belene Project on the future of Bulgaria?
Both currently and in future, Belene is a life-saving project for the Bulgarian economy of significance to the economic development, the retainment and training of science and technology experts in the Bulgarian industry, scientists per se specialising in nuclear technology and energy research, and last but not least, a significant product to feed Bulgaria’s budget. The facility has a design lifetime of 60 years and is estimated to bring annual revenues of 1.2 billion euro on average or over 70 billion euro over the whole period. By rough estimates this will result in about 20 billion euro tax revenue, which will enter straight into the state coffers.

The Belene NPP Project is developing according to the initially planned sequence of its phases, which provides for compliance with the licensing regimes provides for in the legislation. Significant progress has been achieved with regard to site preparation, review and approval of Technical Design, including those sections, which demonstrate the project’s compliance with the applicable national and international regulatory safety requirements.
The issue of project financing was foreseen already at the stage of developing requirements to bidders. One of the conditions for participation was that the main contractor shall be able to ensure independently financing of the project.As it is known, funds for that purpose have been allocated in the budget of the Russian Federation and it is a matter of management decision to create the necessary conditions for using this resource.

Mr. Georgiev, what is the current stage of development of the Belene NPP project and what makes it different from the other nuclear stations under construction worldwide? What are the advantages of the third generation reactors built nowadays?
Belene Nuclear Power Plant is a modern European project to be implemented in a new environment – Bulgaria is now a Member State of the European Union, there is new legislation in the energy and particularly in the nuclear energy field, the requirements for nuclear safety and radiation protection are especially severe, so are the market conditions. Nuclear projects nowadays are developed in such a way as to minimise human errors during reactor operation.Another requirement to new nuclear plants is to secure low probability of severe accidents, namely once in 100 000 years. Belene NPP has reduced it to once in 10 million years! The required probability of radioactive releases into the atmosphere must be once in 1 million years. The probability of radioactive releases into the atmosphere from Belene NPP is 1.5 in 10 million years! Even if it happened, no protection measures would be necessary outside the containment.
